I have been to Arusha and the Ngorongoro Crater before, it's an exciting place with breath taking landscapes. I think you'd be okay without prior arrangements of a safari group. This is how it was for me, they had these scheduled group safari tours at Mt. Meru Hotel. Also check with other hotels in Arusha for their safari schedules and prices.
