can some one help please

I've just received my new passport but i was lead to believe that on a whv that it was something to do with the chip in your passport but on the new one it has no chip how does this work?

On the front of your passport, under the word "passport", is there a small sign (two horizontal bars, with a circle in the middle)? If yes, then your passport has a 'contactless' chip with your biometric information on it. (Embedded within the plastic card; can be read out at a distance.)
Of course, as far as I know, no one outside the USA is actually using that technology. Everyone else still uses the two lines of machine-readable information at the bottom of the plastic card ( <F<FIRSTNAME<LASTNAME<<<<<etc )

But regardless of that, the WHV isn't tied to that chip in any way. When you apply for your WHV, you give them your passport number. That is what the WHV is tied to in the computers of the department of immigration. So as long as you applied for the WHV with the same passport as you enter the country on, you'll be absolutely fine.
