Can any one provide me with the best place to visit in south beach Miami and Also what will be the best time to visit ?
South Beach in Miami is a very small area--just a few blocks--so asking about the best place to visit there is kind of meaningless. If you mean the best clubs or best hotels, you can easily google that--and since I haven't been there for a few years, it's easier for you to just do that than for me to make recommendations that are probably out-of-date at this point.
As far as the best time to visit that would be in April and early May, when the temperatures (highs and lows) tend to be from 79 F ( 26 C) for the high to 70F (21 C) for the low. Similar temperatures exist in November, but there is also the chance of a hurricane in November (the main hurricane season is August to October, but they can hit anywhere from June through November).
Other things to visit in and around the area would be alligator farms, the Everglades, the Florida Keys (from Key Largo all the way to Key West), and for those willing to drive a ways, also visiting the theme parks in Orlando (Disney World, Universal Florida, or Sea World), or the theme park in Tampa (Busch Gardens) or the space center on the coast near Cocoa Beach. They are all worth the trip.

In the South Miami beach you can visit Vizcaya Museum & Gardens, designer shops, Carnaval Miami, Buff up at the Beach, Listen to the grape Vine, Fresh Food and many more things you can do, From my Point of view July - August Month is the best time to visit Miami City Beach.
