Hm, I suggest you go to a very turistic place, where there won't be a lot of locals - as far as I know, the new years' celebrated among friends and it will be easier for you to find friends when there are turists like you.
I suggest Amsterdam if you like to dance and party - always a lot of young and not so young people there. For the new years it must be crazy
