Yes indeed, I'm studying in Berlin, Germany. You're partly right with what you've heard. Some universities have tuition-free studies and others have tuition fees but they're much cheaper than anywhere else for sure.
Maybe you can give a few details on what are you going to study there?
I've see that it's much better to get a scholarship first, which is not too hard to get if you're going to study for a Master's Degree, or if you're into fields such as engineering, physics, mathematics or medicine, these are considered harder and the German states is very happy to give scholarships to good students.
One great things also is that the state itself is very open to funding student projects and researches. I'm studying MBA and they were very interested when I presented them my entrepreneurial idea.
To get more information on scholarships I'd recommend , that's where I found pretty much all the information regarding the universities, and since you're looking for the ones that offer free education feel free to read a bit there.
If you come from a country that isn't in Europe you need to get a Schengen visa in order to stay legally and study in Germany. This visa also allows you to work a part time job in order to support yourself while studying.
One thing I had problems with, and a few friends of mine too, was the insurance. Germany is quite different from other countries so you need to get a good plan. I had to call my parents and ask them for extra money to pay for a few health treatments since my plan didn't cover everything.
So my advice is to get a good insurance plan. Also go with a local one rather than one in your home country. I picked this one that is especially meant for students , I think it's not too expensive for a student.
Other than studying, Germany is a really nice country to spend time in. I'd recommend you visit different cities and see for yourself. Berlin, where I am, has a lot of beautiful buildings and squares. Munich is a must-go-place especially during the OktoberFest. Great atmosphere, the majority speak English, very friendly. Th beer is much tastier than anywhere in the world.

Great post Lea, she really summarized it well. Although bear in mind that, as a foreigner, you may not be entitled to the same government grants or subsidies as German students. Definitely do your homework beforehand!
