It depends on where you wanna go, but if you want to travel in more expensive countries like the British Isles, Benelux, German-speaking countries and Scandinavia, then yes buying seperate traintickets is expensive but a railpass will be a good deal. You can avoid travelling on trains which need additional fees. Just take normal trains during the day.
Check the of the German railways to check on deals there by the way. They sometimes have deals for just 20-30€ to/from the country, so you can travel as far as possible into or out of the country. I had a 29 euro ticket from Utrecht to Munich earlier this year for example, which is not bad at all.

But if you travel more to the south and east of Europe and don't intend to travel every day, then you can get by with much less than 2000 dollar per person.
Also, in some countries like Spain and Portugal and probably also Italy and Greece you can rent the smallest cars for as little as €15 a day, a little more including insurance. If you want to visit some smaller places or countryside that would be a good deal as well.

Otherwise, check with buses. Also in the UK there are some good deals with bus companies, especially if you book early (kinda system like budget airlines: book early for cheap rates).
