The only way you can find out definitively if you'll have mobile-phone coverage is to be there. However, please note that mobile-phone penetration in Paraguay is quite high. According to 2014 statistics from the International Telecommunication Union, a United Nations agency, there were an estimated 7.3 million mobile-phone subscriptions in Paraguay, which has a population of about 7 million.
Generally, you can get mobile-phone coverage in a lot of places in developing countries. Some cellphone towers operate with generators and/or solar panels. In remote areas, people may not have electricity in their homes. But they might have cellphones, which they recharge at local markets, where generators are available.
