Normally, it is possible with a guided tour. As i recall it costs around 3000-4000 yuan (depending on number of people) to Nepal, which should include trip to Mont Everest base camp.
Popular places to arrange it is Chengdu, Xinning, Beijing, but any big tourist spot will have a tour operator. Chengdu and Xinning hostels usually have a lot of people waiting and looking for other travellers to join. You should count with at least a week of waiting, arranging. Unless, you do it through an operator far in advance, but it will costs you more.
Season to go: from May till September.
Restrictions: at certain times Tibet Autonomous Region is closed and travel permit is not granted. This is usually around national celebrations/anniversaries and if there is any tension in tibet.

You can either come to nepal and go to tibet.your price well depends on you travelling days and place..it is best to go with some travel agency as they manages every things for you.it is that expensive if you can fine a group.you can check . u can google agency website based in nepal or tibet...
