Sounds like a great trip!

Montreal will be cheaper during that time because it's considered their "low season" and prices go way down. You can stay at a nice place for not that much... If you feel like splurging for a meal you must go to Au Pied du Cochon - one of the best meals I've had in my life. But it's going to be SO SO COLD. I'm not sure you'd want to stay for 2 months, it's slower. There is good art, shopping, food, and some sights, but not enough for more than a few days. Might want to head over to Toronto which is pretty close and also fun, though it will be REALLY cold as well.

From Montreal it's only about a 6 hour drive to NYC (or they have relatively cheap trains and flights) that go daily. You will have much much more to do in NYC. From there you can train or take a really cheap bus to Washington DC (Bolt Bus, Megabus - a few more and most of them have wi-fi too). There is a lot to do in DC, ALL museums there are free, and it will be slightly warmer than NYC.

Because of the low-season in Montreal you're going to find hotels for $100 USD and less, NYC and Washington DC will be more expensive because it's heavy tourist season then, so look at about $200-ish in each place. Or there are nice hostels in Williamsburg Brooklyn that are fine.
