You can buy the city passes usually at subway stations and also some bus stops in Berlin. I'd guess there'll also be a ticket machine at the airport's bus station. The ticket will definitely be good enough for Berlin itself (you only need A or AB for the 'center'), but I don't know if it'll get you to Lübbenau.
Brandenburg consists of some 14 rural districts, so I doubt the 1/2 you can get with the ticket will get you to Lübbenau. Going by train is quite expensive, so i'd skip that option, but the bus might be an alternative. Probably you have to by another ticket for that trip.
