My Daughter has amazing opportunity to visit Europe, starting from Amsterdam (Netherlands). We are worried how safe it is for a young woman to travel around Europe. She would like to visit other countries too, possibly by train (if deemed not safe enough then by plane).
Safe compared to where?
The fortyseven (depending on your views) countries of Europe cannot possibly be lumped together as one in regard to your question. There will also be vast differences within a country. I, as a male mostly living in the UK, would certainly not be walking solo or with my wife in certain parts and at certain times in London, Birmingham, Liverpool and Manchester, but would not be a bit concerned in many other cities of Europe and modest sized towns and villages of the UK. I especially know Spain and would have only minor qualms for parts of Barcelona. So, and sorry cannot comment on Amsterdam, without knowing where she goes, for me this is far too broad a question to answer, without your elaboration.
I do not see the mode of transport as being relevant. Attacks, for any reason, on public transport are surely rare.
She'll be perfectly fine travelling around Europe by train, if she's sensible. Anywhere, you avoid flashing jewellery around, or expensive electronics, avoid waving your wallet around, and don't hang around alone at night where there's nightlife.
To get more specific you'd have to go into where she plans to go and where home is for your benchmark, but really anywhere in the developed world is essentially the same - you can stay safe or find trouble depending on your behaviour.
I am a 21 year old recent graduate and I do all my travelling alone. So long as she is sensible, keeps her bag held on tubes, keeps her expensive gadgets under wraps, doesn't go wandering down dark alleyways or wandering off with strange foreign men, then there are no issues. It's all about being sensible, especially in a country you do not know. But it is no more dangerous to send her to Europe alone than it would be sending her to Birmingham or London alone.
Only you, as her parent, would know whether she is the type of person who would be able to travel alone. It takes a lot for a young female to travel alone and confidence is key. I never have any trouble when I travel because I am confident in myself, my ability to protect myself, my planning etc, and also my mother is confident that I will come home safely because she knows that I can conduct myself properly. My sister, who is actually 5 years older than me, would never have this same treatment from my mother because she would fall apart if placed in a foreign country alone.

Europe is well educated area and people gives good respect to travelers. I don’t think there any kind of unsafe point for your daughter. The Law of Europe too hard for victims. So don’t worry about your daughter Europe… Last year my cousin sister visited Amsterdam, as education tour and she got memorable experience of Europe trip…So don’t worry about safety.
In sweden where I am from there's no problem for a young woman to travel alone as long as you dont go to Stockholms (capital) and Malmös (third biggest city) crappy suburbs in the middle of the night. Really safe country.
I spent more time in Europe than Canada between the ages of 18-24 and had very few issues while I was there. The time I spent overseas was a hugely eye-opening and educational experience for me. I highly recommend it.
European countries are no different than any other developed countries in the world. There are nice areas and there are dodgy areas. As long as your daughter uses common sense, she'll be fine.

This is exactly right. Whether it's is safe to travel alone is almost totally dependent on that person, not where they are traveling. Now, there are certain places in the world where it's probably too dangerous for even a guy to travel alone but in Europe, it's really up to the life training and personality of the traveller, not the location. If there's a question whether a person is ready to travel independently, then a low-risk test run for a few days close to home would be a good idea. Being able to travel solo is one of the most important skills a person can possess. Far too many people have limited lives because the thought of doing anything alone is too scary. So they just watch other people have adventures and feel sad about what might have been.
