I'm traveling around Europe from July and will be in that area around August time. Montenegro looks incredible! Depends on what you like but there's a lot to see there. Kotor Bay, of course, is a beautiful spot - the views seem wonderful. There's also some nice nature locations, like Lake Skadar and Durmitor National Park (with its Tara Canyon). Bar is also a nice looking historical seaside town. Has an olive tree that's 2000 years old apparently.
You should definitely check out the islands just off of the shore of Dubrovnik too, for Croatia. Hvar, Korcula, Mljet - they all look lovely. The Plitvice Lakes in the North are a site to behold too
Also the bus fares in Montenegro are super cheap so it's not that bad that you can't hitchhike as much.
Hey Vanessa - the title of this caught my eye because I have a yet unplanned month of August in Eastern Europe. Montenegro and Croatia were at the top of my list and I love your idea to hitchhike. I haven't started my research on this yet. I'm looking to grab a travel companion for part of it if you're interested. Even if not, we should keep in touch about good ideas for these places.
