Here is my suggestion. After Chiang Mai, I would fly into HAN. You can buy your VN visa online using the VN version of visa on arrival. talks about my experience using VOA. Most visitors use either or when travelling around VN. Train is safer, not as convenient. Bus is cheaper, convenient, not as safe, your decision. 3 weeks is perfect to get down to HCMC. to Phnom Penh, work your to Siem Reap. After , either fly or a long day overland. back to BKK. Here is a for Cam. Then you can either fly down to the Southern beaches, or overnight bus. If you choose the bus, I recommend that you use the gov't bus system that leaves from a bus station. All the travel shops will try to put you on a private bus that leaves close to their shop. and problems on these overnight bus trips. Ride the bus with the Thai people, not one full of tourists. That is my best advice.
