if someone comes from a country that doesnt need a visa, like Canadians dont need a visa to go to US. if they dont go through immigration and just go through a travel agency, do they check their criminal record before they get on a plane?
No traveller has their criminal past checked simply because they purchased an airplane ticket. Who would do the checking?
There are very few countries that share criminal databases so in most cases there's no way for Immigration officers to do a criminal background check on-the-spot.
The US and Canada however do share everything, so when you land at the airport and you're going through Immigration the officer does have the ability to check on everything about your past. That means a DUI can stop you from entering Canada and a shoplifting charge can stop you from entering the US.
Depending on the type of Visa and the country that is issuing the Visa then a criminal background check may be part of the application process.
