Well, social media provides much of this today, although I'm only familiar with sites (or twitter postings) that do this for a particular city (for example, "Social in San Francisco" does this for my area via twitter, but doesn't cover any other town. Also, they don't really cover specialty sites that create mega-events or parties in SF.
Good luck to you if you plan to create a website that does this for towns all over. You will probably need to recruit people from each town that can work/report for you on a part-time basis, but getting start-up funding would be easy thanks to crowd-funding sites.
I think you'll find people already do share their thoughts, impressions, photos in real time on sites like Facebook, Twitter and Instagram.
So if you're trying to edge in on their territory, then you'll have a real uphill battle
