https://www.gov.uk/get-a-passport-urgently says
"You must book an appointment at a Passport Customer Service Centre if you’re in the UK and need a passport urgently, eg within a month. After the appointment, you can get your passport the same day or within a week."
It then goes on to quote fees including the one for premium 1-day service.
I can't find anything about having to wait a week in the case of lost passports, and since they do offer a 1-day service I can't see why this wouldn't be available as a 1-day.
