February is the plum blossom time, which though not as popular as cherry blossom, is likely to have the locals excited. Festivals in Japan are great to see, and 3 February is the Setsubun Festival.

February in Tokyo would still be cold. You must see the skytree, the fuji mountain and the temple. If you want busy places, go to shibuya and see the famous statue of hachiko, you can also try shinjuku. Its a very popular place for teens who love fashion.
