Yes, I-5 will put you to sleep and rush hour traffic around Seattle and Portland will really slow you down. I like driving along the coast on Highway 101 and Highway #1 in central Coastal California (don't miss the Monterey Peninsula). A car will really be a burden in SF because of very expensive parking, and driving is no way to see this wonderful/beautiful city.
This has been the wettest Dec in many/many years in NW Oregon with flooding and landslides. You could take the Amtrak Cascades train to Portland, and then rent a car from there.
