Can you tell which airlines your Manila leg is? Unless it is on a budget airlines, you don't need any visa in Singapore. You can spend th gap in airport itself without coming out.

Thank you so much for your reply. I would be taking Cebu Pacific/Tiger for Manila leg. So, I believe I would require transit visa fr S'pore.
Couple of questions:
1. Do Cebu Pacific/Tiger allow free luggage? If yes, what's the upper cap weight for free luggage. Would you know their price /unit for extra luggage?
2. What is the usual procedure to obtain transit visa for S'pore and how long does this take?

As long as you have a valid visa to Manila and a confirmed ticket, you can get a transit visa free of cost (though the immigration won't guarentee, it is usually fine)
You have to fill a form on arrival and it should be done within half-an-hour (assuming some queue)
Tiger don't have any free package allowence and i am sure cebu as well. It is cheaper to book luggage alongwith your ticket booking or atleast online much before you are departing. normally they charge higher if you ask for while checking-in

I assume you mean we would have to pay for the transit at S'pore.
So, can I conclude that I do not need to explicitly apply for visa for S'pore BEFORE prior to my travel schedule and the visa thing would be taken care of at S'pore airport on my arrival?

The rule of thumb is - if you need to clear immigration and exit the airport, you will need a visa to enter Singapore. If you are holding an indian passport, you will need to get your Visa in India.
I see that you intend to book your flights seperately, hence it means that you will need to check in for your next leg of your journey (Singapore to Manila). You will need to check in outside at the Departure area - which means you will need to exit the airport - Visa required.
I don't think there is a question of VISA required or not. The question is if he can get a VISA on arrival or he needs to apply for one beforehand.
There is visa-on-arrival facility available in singapore only for transit. That means, you have confirmed onward travel tickets. But the immigration officially don't gurentee they will grant this transit visa.
I have seen many cases where a transit visa is given for those who transfer within the same airport (not budget terminal).
So if you want to play safer and have time, get a visa from India itself. Otherwise, you can apply on arrival and try.

Singapur really place for the attraction for tourism,here is some hill-stations.
Have you made your trip yet. Better to get a visa upfront. I had an elderly visitor for whom they refused transit visa today
