You mentioned they are TAAN registered; is there some way TAAN could be contacted about this if the refund doesn't happen? Given that they are registered there, I'd imagine they will eventually refund you, even if takes a little time...
It may take little time but they have to refund you the money because its not from your side neither from them. They may have some provision to take some percentage but it is clear they must do it. TAAN might help you in getting your money back or to arbitrate in getting your deposit. www.taan.org.np
