I'm currently working in Australia and am planning my route home (London) via USA. I'm thinking of spending roughly 2 months there between oct-dec sometime and am budgeting for around $5000.
I've heard it's nicest to go during the uk's summer but after over a years worth of summer on my rtw trip, a bit of cold is welcome! Also jun-aug is peak time so bear that in mind with hostel prices, national park fees etc.
You don't need a visa from the uk, just need to apply for an ESTA (visa waiver scheme). This allows you to stay in the states for up to 90 days an only costs about $14 online.
When it comes to things to see, that's something you should really research yourself...what do you like? Cities or small towns? My suggesion would be to get yourself a good guidebook and have a good read. There's so much to see over there and I think 3 months is a good length of time to cover both coasts.

How much money you need will depend on your situation, how are you planning to travel, sleeping arrangements and what you want to do. Some people can travel for long periods with little money whilst others may struggle to live on that budget.
I am going right from Spring break, although this isn't the hottest time to travel a lot of people we know go to colleges in the mid states so we will get to party it up in the colleges and also avoid the summer peak times.
Do you mean internal flights whilst in the states?
Best place to start as Shaun has said is to get a guide book and calculate a rough plan on what you want to see then go from there.
determining when you head over is kind of the deciding factors on where you should go (weather wise at least)
