You should actually be just fine travelling to New Zealand, since as a UK citizen you can just show up and stay for 6 months as a tourist. (Although I'm not completely certain if they'll let you in without a ticket out of the country... But you could always purchase a cheap (and/or fully refundable) flight to Australia to get around that problem.) Of course, when you're applying for a WHV from inside New Zealand, they always want "medical certificates", which I strongly suspect is equivalent to that chest x-ray. (Then again, if it's only the time pressure which is making you worry, then that shouldn't be present when you're already in New Zealand.)
So if I were to travel to NZ before my working holiday application had been granted would I be able to just stay and start work when it finally is? Surely you need to enter the country to start the working holiday visa running? I'd just be on a tourist visa.
No need to re-enter the country; unlike Australia's WHV, the New Zealand WHV can be applied for by people who are already present in New Zealand. I expect it then just starts running from the moment when it's granted. Not an expert on these fine details, though - so maybe ask about this just to be sure when you're calling tomorrow.

I agree with Sander - I think you'll be fine to enter on a tourist visa initially but it will probably put your mind at rest to confirm this with immigration.
