I would say it is risky to buy such ticket. Swiss trains are usually on time (even though there are exceptions as in everything), but the same doesn't always happen in France. Strikes and works on the lines are current on the french side and you should take that in consideration.

I don't know Basel train station well, but in other main cities in Switzerland where the TGV stops there is a special section of the station for these international arrivals with a passport control for some nationalities. If that's the case in Basel, you might need at least 10 minutes to exit this international sector in order to reach the domestic lines.

Unless it is specified on the ticket that it is possible to use another train in case of missing the 13h31 one, i would take two separate tickets to be sure!

I'm not 100% sure about this particular instance, but usually the policies are that if you miss your train you can still board any other train departing in the following 30 minutes. That is, of course if you haven't bought a nonrefundable or nonexchangeable ticket.
