First of all, Goa is not in the east of India, but the west of India.

You haven't mentioned what type of trips would you prefer with a cab.

For within city travels, you can always rely on Ola, which is India's answer to Uber. Ola is an Indian cab hiring company, and have presence in several cities in India. Uber too is aggressive with its presence in India, but does not count as many towns and cities within India. You can download Ola app on your mobile. You can also get auto rickshaws (or tuk tuks) on Ola.

If you are travelling across cities, say 100 kms to 350 kms or 400 kms, and if you are travelling alone- cabs not advisable. It is always better to be in a group, and you can check out buses. India has several luxury, good quality air conditioned buses that ply across cities. You might have to book atleast a day in advance to get good seats. Maybe you can consider Ticketgoose, a bus aggregator, where you can find an array of buses to choose from. They also have apps on iOS, Android and windows.

You shouldn't have any problems booking a car and driver in advance or while you're there. Generally, expect to pay $50 to $80 per day. I've used drivers recommended by some hotels and guesthouses; and used drivers recommended by other travelers. I've also booked directly. Be prepared to have some idea of your itinerary; and the number of days you think you'll need. Then discuss.

Last fall, I used drivers to take me from Raipur to New Delhi; and around Assam. I've used drivers on other occasions; and plan to do so next year.

If you're traveling long distances, flying might be the better option that train travel, which can be lengthy. Unless you don't mind using the traditional "toilet," it's best to book 2 AC on trains. Bring hand sanitizer, and use generously, as sometimes the water runs out in the WC. Always carry toilet tissue with you.

If flying, I recommend Jet and IndiGo. I find both to be more reliable than Air India. Fares are reasonable. Hope this helps.
