The cheapest tour company is yourself.
Do your own legwork with the help of the internet and some decent guidebooks and you'll find it is much cheaper than any tour.
BTW, if you told us not only your destination but also what you expect from a tour you would get some better answers.
Contiki for example caters to a completely different set than Rick Stevens.
