To apply for a work visa do you need to have $3000AUS in your bank at the time of applying or just when you plan to arrive in Oz? Does anyone know roughly how long they take to be issued?
For the working holiday visa you need to have when you arrive in Australia (they don't check, that anyone has ever reported about it, but experience has shown that you will certainly need at least that much (for most backpackers, that amount barely lasts them 2 months)). The WHV is generally issued within an hour or two (frequently even faster), though can take up to a week during very busy times or when they manually spot check an application.
Since your profile information says you're 24 and from the UK, I'm assuming the WHV is indeed what you're asking about. If instead you're asking about the real work visa, then I don't know if anyone here has sufficient knowledge to answer your question, though on the money front I'd still assume it'd be for when you arrive.

safest to print out a bank statement showing you have the funds available to acces also most people are not asked for this its a back up to even have the printout done 3 days before you go and then the next day withdraw the cash and give it back if you got a loan of it
