December through March in Cairns (and everywhere else in "northern" Australia) is the wet season, which tends to feature high humidity and torrential rains. Not really the time of year most people want to be there. Beyond that it's nice, though. (Not really the type of city I'd want to live long-term, personally, but I suspect opinions on that will differ. Still, make certain to get to know the place for a few days before deciding anything definite.)
You're also vastly underestimating distances if you think you can use Cairns as an effective base for visiting the rest of Australia from. Just the pure flight time from Cairns to Melbourne is nearly three and a half hours; that's about the same as London to St. Petersburg in Russia.
Definitely find an apartment to rent when working somewhere long-term, but beyond that, I'd recommend staying in each city for 1-2 weeks, exploring it (and its surroundings) thoroughly, and then moving on. And then hostels make most sense for staying at while there.
