You should definitely try the Philippines, as it is one of the best place to dive in Asia. Puerto Galera as suggested by BeachBum_Couple or Malapascua Islands are also very nice. Anyway, there are plenty of spots, even Cebu and Bohol are good.

I don't know what is cheap and what is expensive for you.. But if you really want the best diving site in the Philippines, Tubbataha reef is the place, it was located in Palawan.
It was a sea paradise on my opinion. The water was so clear, the sand was super white,mantaray, dolphin, sea turtles, and a hundred of different fishes are all over the place,colorful soft coral and massive corals, bulk of tuna and there are bird sanctuary too.
No need for a binocular to see how pretty r them.
