I'm not sure what that poster is asking, however in regards to applying for the WHV (when you get to that point) the only place you should do this from is the official immigration website. The relevant section , and you can apply online.
As you don't intend on going until 2015 you have a while to go yet before thinking about applying - although the visa does allow a year from grant date to get to Australia, and the 12 months of the visa doesn't start until the day you enter.
It may also be possible to get a second visa if you do the required work in a regional area (details on the DIBP website linked to), and you still meet the other eligibility requirements - the second visa can be applied for either in or outside Australia, and if you're in Australia on the first WHV, the second will simply be tagged on the end of the first. This gives a possible 24 months in Australia.
