Hi.
I am assuming the reason you will need a tent is not for your city travels but hiking and trekking. A tent is usually at least 4 pounds addition to your backpack, so if you will be spending some time taking flights in a trip then take note of that weight consideration.
A 4 lb. tent will do well only for 1 person on average with his/her luggage. For a 2 person tent, the weight will go up to about 6-8 lbs, depending on the brand. I know there's a policy against posting links to retailers here so I will just mention some of the brands I find ok. The North Face tents are durable and well known, and they come from the ultralight weight ones for a minor hike to the expedition ones that are used at Everest Base Camp. Kelty is also a good brand, I have had mine for almost 20 years now and it still is going strong. Others like Eureka, Marmot, Sierra Designs, Mountainsmith, and so on are also good. You need to find out which tent suits your camping or outdoors style - don't go for the plain vanilla ones unless you just intend to use these for backyard camping.
For air mattresses, I highly recommend CampRest. They are the leader and innovator in this category. I've always gotten compliments from fellow backpackers about my sleeping pads way back many years ago.
Sleeping bags are a matter of choice and the environment you will be in. Usually these are rated up to the temperature in degrees they will keep you comfortable in. If you won't do any winter camping than a 20 degreee tent should be more than adequate. Again, brands are a preference, but the ones who I mentioned in the tent section also usually make good quality sleeping bags.
Finally, I assume that if you're on a budget you are just starting out with camping or trekking. That's fine, as soon as you start picking up and enjoying the sport you will realize that budget items will give way to the more specialized and expensive ones. That's normal, because you don't want to risk your life in danger of freezing and the like when you are outdoors. Once you get hooked, you will spend quite a some of money on camping equipment
