It's OK to travel to Peru and Bolivia during the wet season. You just have to be willing to accept compromises. For example, while some areas of the Salar de Uyuni will be inaccessible, water on the salt flats makes for a spectacular sight.

Is there any reason why you want to visit Paraguay? I've been there; and considered returning last year for bird watching. Instead, I opted to spend more time in Brazil, including the Pantanal and the sand dunes of Lencois Maranhenses.

I suggest you set some priorities. What do you really want to experience? If visiting Machu Picchu is a top priority for you; and you can only do it in January, February and March; and you aren't likely to have the opportunity again anytime soon, then go for it, regardless of the weather. You might be lucky; and it will be sunny on the day you're there. Or it might be rainy and foggy. But it will be an experience you're not likely to forget.

So, set some priorities. Figure a budget. Draw up some plans, including options for transportation and accommodations. It's not easy. But it's worth it.
