From Ohrid, travel to Struga, then take a bus to Tirana.
On my trip, I took a bus from Ohrid to Skopje, traveled by bus around Kosovo, returned to Pristina and flew to Tirana. I then traveled by bus to Berat, returned to Tirana, and traveled by bus to Shkoder, where I found a driver who took me to Ulcinj. I then traveled by bus in Montenegro, Croatia and Bosnia-Herzegovina. Hope this helps.
