Mui Ne is just about 30km from Phan Thiet Train station & it takes 30-45mins to go.
Depend on your time to fit in. I suggest you should hunt a flight ticket from Hanoi to Saigon then get a train/bus to Mui Ne

Also, I understand that there are buses that travel from HCMC to Phom Penh. Are there any buses that connects HCMC to Siam Reap directly?
