Vientiane is 10-15kms from the border crossing point. There are small trucks / shuttle buses that carry passengers across the border to the city, so it is not necessary to take tuk-tuk. They usually drop you off in the center where all the hotels are.
Bring exact change of the visa fee in US$ as paying in other currencies will cost you much more.

From Nongkhai immigration, after stamping your passport, you might need to pay 20 baht to get across the bridge. So once you're done with Lao Immigration clearence, there are Jumbos waiting to offer you a ride into Talat Sao with approx 60 baht (bargain with them)...
Another option is, if you were happened to see any Thai express bus from either Nongkhai, Udon Thani or Khon Kaen which heads to Vientiane, go and talk to the driver or conductor. Tell them that you want to get up and go to Vientiane (they stop at Talat Sao). Offer them 50 baht and off you go
From Talat Sao, there are plenty of Jumbos or if your hotel is around the area, just walk to your hotel (provided you hv the map of Vientiane).
Well, if you are frm the town are, just go to the bus terminal and buy a ticket for express bus from Nongkhai to Vientiane. Make sure you hv your Lao visa with you as the bus will not wait for you. Most of the passengers on the bus might be SE Asians which do not need visa to enter Laos. Ticket price is less than 80 baht( Udon Thani - Vientiane is 85 Baht).
