Egypt is safe , December in Egypt is lovely a little chilly and rainy .. if you are coming with group will be preferable specially if u are going to do safari or visiting Luxor or Aswan,
if you are solo, i encourage u to rent a car with a driver or to go with public transportation like super jet ( bus) for traveling inside Egypt) like trains .and of course airpaln
