In Thailand, Philippines, Cambodia and Japan, Chinese New Year 2012 is a major festival, however is not a public holiday.
except for Malaysian states of Kelantan and Trengganu, in which Chinese New Year 2012 is a one-day holiday.
every place in china is good place in this season, but my suggestion is you should visit Bangkok, coz it is most famous and crowded place to celebrate this festival... if possible book hotel as quickly as possible.

First person who arrives meets the second person at the airport. The person who arrives first can check the monitors and watch for you leaving arrivals. Or you can set up a meeting point. If your arrival and your friend's arrival times are close together the first one waits at the airport. If it is days apart then the first person heads into the city for the hotel. Only 45 baht to take the Airport Link from the city back to the airport.
Why not visit Chinatown in Bangkok?
Although, you will find a little celebrating in many cities in Thailand!
Treat this visit to Thailand as just a normal holiday that also happens to coincide with the CNY. Thailand has lots and lots of holiday celebrations. My advice is to choose a hotel near the Skytrain route so you can use that rail service to get around the city. But 2 people in a meter taxi is cheap because the meter fare you pay is for everyone not per person.
Wait until you get to Thailand to change any currency over to Thai baht. If you need hotel room suggestions also mention a price range.
You can use the meter taxi from the airport or Airport Rail Service if you don't mind carrying your own bags. There are even some hotels not far from the Airport Rail Link in Pratunam and not far from the Skytrain.
Even a simple Google check will give you the "what to see and do" in Bangkok or whatever city you choose.
The hill tribes of northern Thailand such as the Lisu who came from China have colorful celebrations that last for several days during Chinese new year. -snip-
