It's not often I recommend people to not go travelling, but here... Yeah, I think I'd recommend going to study first. $2000 would barely last you a month in Australia. Maybe 6 weeks if you stretch it for all you can. (The terms of the WHV require you to have AUD $5000.) Combined with the language barrier, it'd be pretty uncertain if you could actually manage to find work in time.
So, go study first. Practice your English during that time. Save up money (as much as that is possible while studying). Then when you're done with your studies, go to Australia with a better grasp of the language, and a more useful skillset (so you have a bigger chance of earning more while there).
