Hi,
With only 3 weeks I'd suggest Colombia.
It has some of the most diverse geography/flora/fauna on the planet so with your short time you'll barely scratch the surface, yet have no hassles with border crossings, different visas, new currency, etc.
Great locals... with the usual common sense and street smarts it's as safe as almost anywhere in Central/South America... and most importantly even though it now has a well defined Gringo Trail it's super easy to escape the beaten path and get into vast areas that very rarely see more than the occasional gringo...

3 weeks? Definitely Brazil. You have it all there, from altitude to awesome tropical beaches.
Besides, it is still a cheap place for europeans. Last april I went to Bahia and was the best decision I could make ever. First, I stayed in a very cozy hostel in Salvador, Alpha Hostel, very good. Then I headed to Chapada Diamantina. Nature, waterfalls, hills, valleys... just amazing. I spent 2 weeks in Bahia because after Chapada I was back in Salvador for two days more in that same hostel. I really recomend it. Then I found my way up to Maceió, Pernambuco, Rio Grande do Norte e Ceará, where I spent 1 week solely discovering its nice beaches.
Go to Brazil. No regrets.

I completely agree with jorgeborba!!!! I spent a month in Brazil traveling all over (Sao Paulo, Brazilia, Falls de Iguazu, Rio and Florianopolis). It was amazing! If you are interested in a tropical location while in Brazil I HIGHLY recommend Florianopolis! Had a great time and it was absolutely beautiful!

Really depends on what you'd like to see! An excellent route that I took and many backpackers go on runs through Peru, Bolivia, and Northern Chili. Its a good mix of inexpensive and expensive, some hardcore backpacking if you want it or easy going. Try to go from Lima to Cusco, get to Machu Picchu if you can, pop across to Copacobana then to La Paz. After that you can take a trip through the Uyuni Salt Flats before ending in San Pedro de Atacama. This route will give you some AWESOME natural sights and some great cultural perspective as well. You can travel for dirt cheap through bolivia while living fancy in san pedro and cusco.
I would recommend Bolivia... it was one of our favourite countries on our travels with heaps of things to do. The scenery is spectacular especially if you visit places like the salt flats or the jungle and there's plenty of trekking.
You can have both altitude and tropical here, especilly if you do the Worlds Most Dangerous Road as it goes from 4,850m down to 1,900m.. you can literally feel yourself heating up as you go down!
