as I can see there is only easyjet operating to Innsbruck from London Gatwick. But you will have to get form Heathrow to Gatwick. The budget airlines usually operate from not main airports and you have to pay additionali for a large luggage. So maybe it is better to take a regular airline from the airport you will arrive? Because when you add the cost of transpoer form Main airpoert to a local + luggage it would be the same as taking a regular airline from the hub airport? You can also get to Munich and it is about 170 km from Innsbruck. There is also Mammingen airport (for low cost airlines) also about 170 km from Innsbruck.

EasyJet and Ryanair were the first low cost company in Europe. Ryanair usually goes in secondary airport, in Rome for example, take off only in Ciampino, an airport quite far from the centre. I'm quite sure that Easyjet is the best way to go in Paris. When I travel in Europe to choose the cheapest fly, I go to skyscanner in a several sites (e.g. skyscanner.it, skyscanner.uk ...). In my opinion, skyscanner is the best sites to travelling in Europe.
Ryan air is cheap option........its good in budget
