Indians tour goa year around . For foreigners, off season starts from may/june when monsoon starts so i think April is fine.
Also just so u know the weather will be hot during april in Rajasthan, actually in Goa as well but lesser compared to other States.

Goa will be extremely hot in April and besides that a lot of places to eat / go out are shut during the off-season. So you may want to give it a pass.
If Delhi is your exit point, you must do Agra and Jaipur and time permitting the rest of the Rajasthan trip including a trip to Ajmer Sharif - the Miracle Trail!
As an option, you could visit Mumbai (Bombay) on the way to Delhi and spend a few days there.
So Bangalore to Mumbai - train and spend 4 days in Mumbai. Fly out to Delhi and spend 3 days in Delhi and perhaps 2 days in Jaipur and 1 day in Agra and Ajmer Sharif each.

Would suggest that you'd rather spend more time in the North ( i.e Rajasthan) than split your limited time between so many destinations.
Goa for 3- 4 days . Its a beach destination with a few local churches so you really dont need much time. April is a decent enough time but not like Oct - Feb . yes a few beach side shacks will be shut during this period but there are a few to keep exploring for 3 -4 days . You should stay in the North of Goa (if your going to a night bird cause all the better places are in the North so you dont have to worry about traveling back all the way to the south, Commuting in Goa is a bit of an issue at nights, so its best you stay close) head to the South for sightseeing. I am a part of a marketing team for a 5 star resort there so let me know if you wanna know more .
Mumbai is a must see for about 4- 5 days , This should give you enough time to touch the must see places like Gateway of India, Prince of Wales Museum, a few temples and beaches.
The rest of your time should be in Rajasthan. an amazing destination with plenty to see. i would say even a 15 day only Rajashtan trip might not be enough so you can imagine the multitude of places to visit there.The cities you have chosen are good. Try to stay one night at a fort hotel, its expensive but will be worth it !!

Well you can spend time at Goa but it would be Hot at Beaches and sunburn is what you will get. Scorching heat...
Rajasthan is more over again Desert and you will find heat during April...
in 15 days of time it would be difficult to cover all the above places coz where ever you will go, you will sweat...
You can plan out for Musoorie and other hill stations...
