Hey, nice ideea you two have. Hope it will work, and you will see the world!

A second hand car has problems when it comes to registrations. For example, my first car, a SEAT Ibiza 1.2 petrol, wich i have since 2005 and has only 85.000 km made (65.000 miles) i can't sell for more that 1500 euros, because the tax for a euro 4 engine in Romania is over 1000 euros, and so, the tax value + 1500 i would get for it, would make the car's real value : 2500 euros.
Check out what's the law and registration taxes in Belgium depending of pollution norms, and figure out the car you need and fits you budget.
If i were you i would opt for a skoda Octavia 1.9 diesel caravan, from 2000-2005 ,with under 150.000 km on board. It should cost less than 4.000 euros ,and would do the job.
IF your budget is tight, try a VW polo/Skoda Fabia or Seat ibiza. Robust cars, nice fuel economy and good prices on them.
If i was you, and not being 30 and married i would to the whole trip in my 1985 Traban Kombi (caravan) ,wich is a great communist car, extremely reliable and slow ,but i can fix anything on it in under 2 hours (even changing the whole engine) ,and i could use my enthusiast forum here in Romania to provide me with parts ,wherever i am in Europe.
A trabant in good condition goes for 1000 euros and should make the whole trip without major incidents ,and after that you will still have the weirdest, coolest, little, funny car in Antwerp

Try to include Romania in your itinerary ,the country is a underrated place in Europe.

If you are only 2 people, travelling by car may not be the best option because you are not many to share your expenses, although it gives you a lot of freedom to go to all the places you really want to see and this at a pace determined by yourselves. Consider comparing the costs of transportation by car with other transportation such as trains, buses and low-cost flights to see which option will allow you to spend less money (since you said you don't have a lot of cash to spend).
