the summers in central Europe are quite hot, but it doesn't rain. If it does, it's the summe storms that are pleasant bacause they freshen up the iar for a few hours
There are hundreds of good hostels or appartments, I suggest you visit the hostelworld.com or hostelbookers and find out about the accomodation. I've stayed last year in a hostel called Jacob in Brno, Czech republic and it was clean and in a quite neighbourhood. The price was ubelivable - 20€ per night! In Prague the hostels are a bit more expensive, but if you don't mind sharing your bed with others it's pretty cheap as well (around 20€). The hostel I stayed in was 123 Hostel. And there's a party bar just next to it! -snip-
Then I left for Hungary, Budapest and stayed in a B&B accomodation Fashion Street The name doesn't say much, but it's on a street with a lot of lively bars and clubs, I adored the people in the b&b... -snip-
Then I lefto for Slovenia and found a hotel Park in Ljubljana, the capital, it was write in front of a street with clubs with alternative music. I found it on this web site -snip-
I did the trip by train there are not very fast but they're afordable and good for sightseeing (they stop often I used Interrail that has some packages - if you choose more countries you'll travel to they make you an arrangement so you can travel for example 3 days in those country at any time on any train, just pay in advance a or more country passes. And travel freely whwnever you want

best way to travel in eastern europe is by bus, cheaper and faster than trains.

There are many hostels in budapest and prague, less in smaller cities.
