I went with something called STEP.
I am not sure if they make trips from Delhi to Goa, but I know they do around Rajasthan, if you are interested in that? I really loved that. It's quite a long way from Delhi to Mumbai, and since you don't have that much time, I would recommend to focus more on one area? :D :D Let me know if you wanna hear more!

The plan is for Delhi to Goa is very for everyone. In rush days you can book your packages and all the services in advance to avoid the unavailability of services .and accommodations
In my opinion, 15 days will be bit hectic if you are going to cover all this States, unless u travel by air from 1 State to another. If you dont land up with a package then I would strongly recommend booking hotels at your touring destinations. The earlier the better because November is a high peak touring season in India especially in Goa and the hotel rates are also pretty high.

Thanks for the help everyone, managed to get a good priced tour with internal flights between states from -snip-, they have been extremely helpful so far so finger crossed all goes well
