Hello,

You didn't say where you are coming from and it is not on your profile, so I'm going to guess that you are coming from Europe for purposes of my answers.

Consider Florida (Tampa/St. Pete has nice beaches and is cheap)

Also possible is Maryland (Ocean City) or Delaware (Rehoboth Beach) or New Jersey (Cape May/Wildwood). These will require you fly into Baltimore/Washington airport, then rent a car for the period you are there.

Good news: Cheaper and the water is warmer on the east coast (70 degrees F versus 55 degrees F on the west coast).
Bad news: it is more humid on the east coast and it rains a lot during the summer months, whereas much less humid and less (almost no) rain on the west coast.

If you are just looking for a cheaper spot to go in California, I'd say just stay a bit inlands and then drive to the beach, or look for a cheaper town up the coast from San Diego. For example, Encinitas is just a short ways north, but a little bit cheaper. There really are no cheap spots in California or Hawaii, though, which is why so many Americans vacation at resort spots in Mexico.

If you have a car, you could stay inland from the beaches of San Diego (El Cajon, La Mesa, etc.) and drive to the beach, thereby saving money. If you do not have a car, try staying inland close to a trolley stop which you could then use to get to the coast. However, if this is not possible, then there are other beaches less expensive than San Diego such as some of the ones noted by Calcruzer.
