Mexico City is fairly dangerous. Many tourists stay in the small Pink Zone. I didn't and one day I was attacked by a nob for pushing away an old lady who tried to stab me with a pair of scissors. Mexico in general has become increasingly dangerous in the last 4-5 years as drug lords have fought for prominence, with dead bodies turning up in numbers. It is also Pick Pocket Central.
Venezuela is said to be potentially dangerous. I had no trouble there but maybe I was lucky? I popped over to Marguerita for 3 full days for £44, which included accommodation and food.
I liked Santiago. It's a good sized city with good transportation local and to elsewhere. Valparaiso is an hour away by bus and worth a visit.
Yes, BA is like a western city.
As to work, maybe teaching English?
