Bus to Bangkok. See if AirAsia are doing any cheapies to Phuket.
Best and cheapest ain't the same thing. It is easier to get some transportation from Bangkok than Pattaya. Bus from bus station on North Pattaya to Bangkok is about 113 baht. There is even cheap transportation from Pattaya to the Suvarnabhumi Airport if you want to fly. If you have the time a bus ride from Bangkok to Phuket will be cheap but time consuming.
You can take a train part way to Phuket and continue by bus the rest of the way. You can also skip Phuket (much more expensive than Pattaya and Bangkok) and take a bus or train to Hua Hin.
Google check or Bing check will give you some of the options available.

flies: UTP-HKT for around $100 one way. The problem is finding a seat at that price. Plug in your dates and see if this works for you. Good luck.
The easiest way is a taxi from Pattaya to BKK airport then a plane to Phuket.
The cheapest way is a bus from Pattaya to BKK then a bus to Phuket.
My preferred option would be:
If I could get a cheap flight from BKK to Phuket then I would book Bell Transport (see their website) from Pattaya to BKK airport.
Otherwise I would take a bus from the bus terminal at North Pattaya to BKK, then take an overnight train (2nd class sleeper) to Surit Thani, then take a bus to Phuket.
the cheapest and quite comfortable is van+bus or bus+bus
