I actually found accommodation in HCMC (and the rest of Vietnam) cheaper than Cambodia, but that was 2006 so things might have changed like you say. The quality and value was also better. When we were in HCMC we stayed in the backpacker district of Pham Ngu Lao and stayed on 'mini hotel alley' which is full of tiny, cheap hotels. We paid $8 per night for a tiny but spotless double room with ensuite! Have a look at .

Prices have gone up since Vietnam experienced 22% inflation in '11. Most expensive city would be Hanoi, but HCMC is not far behind, and when you compare Cambodia or Laos to Saigon, it's bound to be more. I do know that hostel prices in Hanoi, for instance, are still pretty low - starting at $6. a bed in '12. Look at the accommodations here on TP as well as the other hostel sites such as Hostelworld.
