Hey Michael.
Does the €1000 include flying to Vietnam as well? If it doesn't then that budget should be fine. Vietnam is probably the cheapest place I've been to.
These are the average prices I can remember off the top of my head:
€4-6 for a night in a hostel
€2 for a basic meal, €5 in a restaurant
€0.40 for a beer
€12 for an overnight bus to the next city
€1 for entrance fees to museums

It's a really cheap place; depending on which cities you go to and making sure you don't go to the tourist traps. You will love it! If you need any recommendations just let me know mate.

No problemo. I'd really recommend Ho Chi Minh City and Ha Noi for the history, Hoi An for the culture, Sa Pa and Da Lat for peaceful nature & Nha Trang and Halong Bay for the parties! I didn't enjoy Hue, I found it quite boring so I wouldn't recommend going there, personally.

I can give you some suggestions :
With your amount (=1,319 USD) excluding your airlines tickets, it will be just to travel for a month in Vietnam.
- Accommodation in hostels or mini hotels : you can find them easily from North to South, in every cities of Vietnam. It's around 5-6usd/night for hostels, 8-10usd/night for mini hotel (1*)
- Meal : find restaurants where Vietnamese people eat everyday, 2-3usd/meal (rice with meat, fish + 1 soup...)
- Transport : by train or seating coach or shuttle bus for cities. You can Google train ticket fare. For bus, from 5-15usd/way.
- English speaking guide : minimum 25usd/day if you want.
- Taxi airport-hotel from 12-20 usd/way.
- Entrance fee at tourist sites : from 1-2usd/person, excluding Hue, Hoian and Halong Bay it's a little bit higher (5-15usd).
- You can enjoy easily streets foods in all cities, it's not expensive.
- Try to travel with your friends to share all fees and it will be more funny especially.
- Places to visit in Vietnam from North to South or vice-versa : Hanoi, Halong Bay, Ninh Binh, Sapa, Phong Nha cave, Hue, Hoian, Danang (nice beaches), Nha Trang (nice coastal city), Ho Chi Minh city, Cu Chi tunnels, Mekong Delta, Phu Quoc island.

Having been living in VN for a while, may I say, with that amount you will come pretty far.

A tour guide is not needed, not anywhere in SE Asia. Places to visit are rather small. You can find any information in the web, lonely planet, or ask other travelers (there will be plenty). Tour guide's English, anyhow, because hard to listening to after a few minutes .. well.
Prices to come from an airport to the city, yes, taxi is possible. Also, there is usually a "local" alternative, e.g. HCMC airport to HCMC, Bangkok airport to Bangkok city - that costs only pence. Please find it in the web.
Stay, if in hostels, should be approx. 10 usd per night, for a clean, safe dormitory place. Please find it in this site, or agoda. Or ask fellow travelers
Airfare - pretty affordable, if you search for airlines that are _not_ Vietnamese airline, but rather the budget airlines in VN, such as jetstar, air asia.
Or, you may decide to go around by bus. while fairly dangerous after me. anyway, best operator is 'sinhtourist'.
PLEASE take care - street food, in VN, is dirty - straightly to speak. Rather to stay away of it (in contrast, e.g. in Thailand, it is pretty safe to eat on the street). Rather to go into any restaurant, still there, a meal should not cost more than 5 usd.
Places to visit: definitely Hoi An, in the middle, an ancient "Chinese" town, and a beach close by. Sapa, in the north, for its ethnic groups who wear their costumes, speak their languages .. very lovely. South, there is Ho chi minh city, nothing interesting (it is just a city like any city) while, access to the mekong delta, take a tour on a (canoe like) boat through the rivers, beautiful.
Beaches: danang is best, mui ne (a long ride on e.g. a bus from HCMC) is nice and fine to meet travelers, and vung tau (from HCMC) is interesting.
Also the islands - phu quoc (mango bay resort) and con dao, with budget air flights of jetstar .. may try.
