Tourists come to Thailand every day of the year! Some prefer to visit during the rainy season when hotels are cheaper. Most of the visitors at this time usually have sufficient sunshine to keep them happy. Wet/rain season is approximate dates on a calendar based on previous years. Closer to Bangkok the bulk of the rain may stop sooner than Southern Thailand. It can rain during other times of the year too. Some cities get more rain and some less. But often the rain does not last long. You will be very unlucky to have heavy rain all day long every day.

Closer to the Christmas season hotel prices go up. Late October hotel prices may be a little cheaper than Late November. From some countries the cost of your plane tickets may cost more closer to December. If this is a concern check the prices for hotels and flights for October vs November.
I find the weather closer to Bangkok to be a little more predictable than further south. (My opinion.) Hua Hin, Pattaya and some of the islands nearer Bangkok are always popular. Depends on how serious your beach activities will be. Some tourists are content to just do some tours, relax a bit in restaurants and beer bars and in general use the vacation for down time.
