Hello,
I have no experience with the Italian or German WHVs specifically but by the Visa's very nature you can travel around the country working (or not) - not to mention you can apply from your home address before even travelling so I can't imagine how a permanent address could be required.
Surely the Application itself makes this clear, no?

The application asks for where you will be residing. Not sure if it needs to br a residential address or if a hotel will suffice.

Like I said I have no experience with Italian and German applications, but I'm betting that you're way over thinking this. How can you have a residential address in a country you've never even been to?
I've hired dozens and dozens of WHV holders from all over the world in Canada and not a single one had a "real" address.
